Laser driver interface

Once again nothing too fancy here - just a few OpAmps and transistors for amplifying the photodiode signals and driving the relay.  The 20pin IDC connector allows us to use the same board to drive the laser protection relay when installed in a Newport current source, and does not have to be included when using our own current source.
